- Develop the Early Childhood teaching force by increasing salaries for educators in MOE Kindergartens (MKs) by up to 10%
- Revised Nurturing Early Learners (NEL) Framework to provide updated guidelines for quality teaching and learning
- This includes stronger emphasis on developing children’s values, social and emotional competencies, and learning dispositions
ENHANCE ACCESSIBILITY OF PRESCHOOL EDUCATION
- 10 more MOE Kindergartens to be launched
- Total 60 MKs by 2027, to provide parents with more preschool choices
- Income ceiling for priority admission to MKs raised to $4,500 (Gross Household Income) or $1,125 (Per Capita Income) to ensure MKs remain accessible to lower-income households

FULL SBB: GREATER CUSTOMISATION AND FLEXIBILITY IN LEARNING
- Students will be posted to Sec 1 through one of three Posting Groups
- Students will be placed in mixed form classes comprising peers with different backgrounds, strengths and interests
- Students can take subjects at different levels according to their strengths, interests and learning needs
- They can adjust their subject levels at appropriate junctures across their secondary school journey
MORE SUSTAINED OPPORTUNITIES FOR INTERACTION BETWEEN MAINSTREAM AND SPED SCHOOLS
- All SPED schools to have meaningful partnerships with mainstream schools to nurture inclusivity and support SPED students in integrating to society

- Increased access to polytechnics
- FROM THE AY2028 INTAKE – More students, like those taking G3 subjects or a mix of G3 & G2 subjects, can join the Polytechnic Foundation Programme (PFP)
- FROM THE AY2026 INTAKE – PFP students choose a cluster of interest instead of a specific diploma
A-LEVEL CURRICULUM CHANGES TO STRENGTHEN 21CC AND INTRINSIC MOTIVATION TO LEARN
- 3 content-based subjects will count towards University Admission Score (UAS). Fourth subject included only if it improves UAS
- Removal of mid-year exams progressively from 2024
- All students must study General Paper; H2 Knowledge & Inquiry remains a contrasting subject for both Arts and Science students
- Project Work will be a Pass-Fail subject
MORE UPGRADING OPPORTUNITIES THROUGHOUT LIFE
- 60% in 2025 is how much the “Lifetime Cohort Participation Rate” for publicly-funded university degrees will increase to, up from 50% today
- More Singaporeans can study in university, at different life stages
- More subsidised places for adults to do pre-employment training and Continuing Education and Training programmes
- Workplace Skills Recognition (WPSR) Programme can help workers gain formal certifications for skills developed at the workplace (Pilots in Food Services and Retail sectors)
MATCHMAKING JOBS WITH SKILLED JOBSEEKERS
- Enhancing job compatibility through the Jobs-Skills Integrator, to be piloted in 3 sectors: Precision Engineering, Retail, and Wholesale Trade
- So IHLs, training providers, employers and individuals can create and benefit from more relevant training opportunities as well as improved employer-employee matches

- MOE to partner parents as they seek to strengthen relationships with their children
- Support our Parent Support Group to work closely with schools
- Increase students’ exposure to workplaces by facilitating more partnerships between industry and schools
SUPPORT DISADVANTAGED STUDENTS
- Nationwide expansion of UPLIFT Community Network, to support 1300 students from disadvantaged backgrounds through partnerships between school and community
